The Stellar Communities program is a groundbreaking collaboration initiated by the Office of Lt. Governor Becky Skillman. It allows local leaders to plan for the long-term and enables state agencies to communicate better, collaborate effectively and invest strategically. Stellar Communities involves multiple state agencies – the Indiana Department of Transportation, the Office of Community and Rural Affairs, the Indiana Housing and Community Development Authority, and the State Revolving Fund—to help fund communities’ strategic plans.
Using existing federal funds, the State of Indiana will contribute $19 million over three years to projects in Greencastle. The community will provide matching funds.
Competition was strong for the Stellar Communities program. Forty two communities applied, and after a rigorous review process, Greencastle was one of two pilot cities selected as a Stellar Community in March 2011.
